Police in Ca Mau have proposed charges against a 56-year-old Vietnamese-American who allegedly had sex with a 15-year-old girl.
They said Tieu Van Luan, the owner of the biggest hotel in the southern province, paid to have sex with the girl at least twice in late May and early June.
Lam Thi Chau, 39, the owner of a restaurant where the girl worked as a waitress, should also be charged for brokering the illegal service, police said.
The two were arrested in June after the girl's family reported that Chau had kept their daughter against her will.
Initial investigation found the girl began to work at Chau’s restaurant in May.
But Chau forced her to do sex work and collected all the money.
Chau, 39, claimed that the girl owed her VND7 million and needed to work to pay off the debt.
After his arrest, Luan admitted to paying VND500,000 (US$23) twice to have sex with the teenager at a local hostel.
Sex work is illegal in Vietnam, and having sex with a child between 13 and 16 years old is a serious crime punishable by up to 15 years in jail.
Brokering sex with those between 13 and 16 may also lead to a 15-year jail term.
