Authorities in the southern province of Tay Ninh on Tuesday officially reprimanded a police officer for pawning his Party membership card for a loan of VND200 million (US$8,940).
Lieutenant Le Minh Hieu, 27, of Chau Thanh District's police department, has seriously violated regulations and badly affected the police's reputation, officials said. 
The case was discovered after a local man, Dang Ai Quoc, accused Hieu of failing to pay monthly interest for the loan from Quoc. 
Quoc, 51, showed a handwritten contract, which says Hieu offered his Party membership card as security for the loan on February 13, 2015 and promised to repay the loan within three years.
