The Da Nang Supreme People's Court Tuesday upheld a 11-year sentence for a man for "sabotaging national solidarity policies," Nguoi Lao Dong newspaper reported.

Nguyen Cong Chinh, 43, of the Central Highlands province of Gia Lai, was charged under Article 87 of the Criminal Code with having connections with some illegal reactionary organizations between 2004 and 2011.

He was a so-called pastor in charge of the highlands in the Mennonite Church, and incited ethnic minority people to do "wrongful" things, the prosecution said.

He created many documents with distorted information aimed at creating a divide between the administration and people and defaming the administration, and posted them online.

Chinh also sent the documents to international organizations, NGOs, and foreign media, severely affecting social order, according to the indictment.

He was arrested in April last year.

Last March the Gia Lai Province People's Court handed down his 11-year sentence.
