Police in Ba Ria-Vung Tau Province in southern Vietnam have arrested a young man who allegedly offered to forge diplomas on Facebook and disappeared after collecting money from many victims.
Tran Tuan Dat, 23, had pocketed around VND3 billion (US$138,000) from his victims after charging them up to VND30 million apiece, the media quoted investigators as saying.
Dat bought other people's lost ID cards and attached his photo to open accounts at four different banks hoping to avoid detection.
Each time he would demand 30 percent of the payment in advance and disappear after receiving the transfers.
The police have so far identified around 100 victims after some reported to them.
The legal system allows one to avoid punishment or get a less severe punishment if they report a bigger crime.
Using fake licenses only attracts a fine, but making them is punishable by imprisonment.
A police officer said many of the victims need a diploma for finding jobs.
