Border guards in Quang Ninh have arrested a man for allegedly trying to carry nearly 14 kilograms of heroin hidden in books, sandals, and a children's game board into China, Lao Dong newspaper reported Thursday.

Hoang Duc Phuc, 44, was caught December 31 with two sacks containing eight sandals, eight books and 11 letter boards inside which were 49 packets of heroin, the newspaper quoted the Mong Cai border guards as saying.

He was thought to be carrying the drugs to Dongxing city for a Chinese national, and may have made many such deliveries in the past.

The case is being investigated.

Vietnam has some of the world's toughest drug laws. Those convicted of possessing or selling more than 600 grams of heroin or more than 2.5 kilograms of methamphetamine face the death penalty.
