The chief police officer of a commune in Gia Lai Province has admitted that he used "too much" of pepper spray on a local man last week, after a video capturing the whole incident went viral on the Internet.
Initial investigation found the officer Pham Thanh Trung pepper-sprayed Le Tien Phu after the latter refused to follow him to his station. 
Trung said he was assigned to stop a fight between Phu and some other guests at a wedding party last Friday. 
Trung’s superior said the spraying was unnecessary. 
Nguyen Tat Lam, the district’s deputy police chief, said it’s wrong for Trung to use pepper spray while in plain clothes.
In the video, he sprayed several times before Phu collapsed, clearly in pain. 
His neighbors had to splash water onto his face before rushing him to hospital.
He recovered and went home later.
The 28-year-old has been involved in many fights in the area, a police source said.
