Two men in the northern city of Hai Phong have been arrested for murder after allegedly beating a passer-by to death for commending the traffic police who pulled the men over for not wearing helmets.

Bui Duc Hung, 45, and Bui Quy Khoan, 23, turned themselves in to the police on Monday morning, one day after their victim died at a local hospital.

The two were stopped by traffic police on Saturday night for not wearing helmets, which has been obligatory in Vietnam since 2007.

Pham Van Nam, 48, passed by and quipped that the men deserved to be punished, only to suffer their wrath after the police left. Nam was beaten until he passed out on the street.

Locals rushed the man to the hospital, but he succumbed to the injuries the next morning.
