Police in the central province of Thanh Hoa are investigating the authenticity of a video clip which accuses police officers of stopping a traffic violator by throwing a club into the motorbike wheel, the VnExpress news web site reported.
Senior Lieutenant-Colonel Tran Van Thuc,chief of staff at Thanh Hoa Province's Police Department, said investigators are determining who posted the clip, where and when the incident allegedly happened and whether the club was put in the wheel while it was moving or if the vehicle had already stopped.
"If it is true that the police officers threw the club into the wheel while it was running, they must be punished because it was very dangerous for motorists," he said.
Recently, an unidentified man posted the clip on YouTube, in which a large crowd of residents gather around two fallen motorbikes,one of which has a club jammed in front wheel.
The man said the incident happened in Thanh Hoa City in late October, and accused traffic cops of throwing the club into the wheel of a Honda Wave driven by two men not wearing helmets.
The Honda Wave collapsed, causing the Honda SH traveling next to it to crash.
The clip has provoked criticism from netizens who have demanded the traffic cops in question face punishment.
On Tuesday, the Thanh Hoa City Police Department denied that the clip proved wrongdoing.
"If the club were thrown into the front wheel of a running motorbike, the club would have broken," reasoned Colonel Le Van Nghiem, chief of the department.
"The clip was set up for the purpose of defaming police officers," he argued.
