Prosecutors in a central Vietnamese province have charged a traffic police officer with battery for beating a local man while on duty last year.
Nguyen Trong Hieu, a traffic cop in Khanh Hoa Province, beat a local man with his club in April last year when he saw the motorist driving without a helmet, Tuoi Tre reported Tuesday.
The victim was local guard Huynh Tan Nam, 21, who was knocked unconscious by Hieu's first blow to his neck. After falling from the motorbike, Nam was sent to Ho Chi Minh City for treatment of multiple serious injuries.
He was in the hospital for months and his bill totaled more than VND200 million (US$9,570). The young man is still 77 percent disabled, according to doctors.
Investigators have restored the crime scene four times.
