Police in the northern province of Thanh Hoa have arrested a civilian for posing as a government official to solicit bribes from individuals and businesses.
A source from the police said they detained Le Cong Hop, 36, for alleged fraud.
The source alleged that Hop has introduced himself as an agent of the national Government Office and encouraged locals to pay him in exchange for help winning public contracts or finding jobs at state agencies.
He was arrested last Saturday while receiving five gift packages at a meeting with actual government officials at a local hotel.
Police searched his home and recovered numerous job applications and bids for public contracts.
Though bribery is illegal in Vietnam, most people believe that without personal connections, money is their best way of securing government business and promotions.
