A Taiwanese driver hit and killed a motorist in Ho Chi Minh City during heavy rains Thursday night. The local motorist was dragged under the car for 20 meters after the accident.

News website VnExpress said Chen Chang Hao, 37, was speeding before he hit 17-year-old Ngo Minh Truong, then driving from the opposite direction, at around 9 p.m. along the Ong Lon Bridge in District 7.

Truong was dragged nearly 20 meters under the car, which only stopped after hitting a makeshift divider on Nguyen Van Linh Street.

The car's head was damaged and the motorbike was totally deformed.

Chen has been brought to a police station for investigation.
