Heavy rain for three hours on Monday morning flooded dozens of main roads in the northern city of Hai Phong, disrupting traffic and the business of hundreds of shops and restaurants. 
It began raining at 4 a.m. and only stopped before people were getting ready for school and work. 
Water as deep as half a meter caused many vehicles to break down. Many locals struggled to save their furniture while shops and restaurants shut down to deal with the invading floods.
