Police in the central province of Nghe An Tuesday arrested the owner of a quarry where a rockslide killed 18 workers and injured six others last week.

Phan Cong Chin, 47, who runs the Chin Men Ltd. Co, will be investigated on charges of violating regulations on labor safety and causing critical consequences, police said.

Initial investigations show that Chin didn't have certificates to engage in stone mining, but in 2006 he established the company that received a license to operate the Len Co quarry, some 100 kilometers from Nghe An's capital town of Vinh.

Chin's company then leased the operation to other firms.

Police said violations in mining procedures had caused the fatal accident last Friday morning.
