Police in Ho Chi Minh City on Thursday arrested a staff member at a public health center for allegedly raping a three-year-old girl, the Phap Luat TPHCM (HCMC Law) news website reported Friday.
According to the report, Ta Quang Binh, a 30-year-old medical technician at the Public Health Care Center in District 10, admitted to police that he raped the girl, who was there for a health check-up on Tuesday.
The child's mother had taken her to the center for a respiratory test as she suffered from asthma.
The mother was waiting outside while Binh was performing the test on the child, known as T., in an exam room, the news website said, adding that the test took some 30 minutes.
After the test, Binh asked the mother to leave the child with him while she went to pay the fee. He said T. was not yet ready to walk after the test.
However, when the mother came back to the room she caught Binh holding the girl, who was crying, in his arms, heading to the restroom.
When she got close to T., the mother saw that her child's vagina was bleeding, so she informed police on suspicion that Binh had raped her.
According to the news website, tests found the girl's sex organ had swelled, while Binh's was injured and bleeding.
Binh, who is a married man with a one-year-old son, has worked at the center for more than one year, it said.
Police are investigating the case further. Meanwhile, inspectors from HCMC Department of Health are inspecting the center.
