Policeman accused of hitting traffic violator with baton in northern Vietnam

Police in the northern province of Ninh Binh said Monday they are investigating a viral video that shows a man with a bleeding nose, allegedly because he was beaten by a police officer. 
Colonel Pham Van Hoi of Ninh Binh Police Department told Thanh Nien they would strictly punish any officer with wrongdoings.
The 7-minute clip was posted on YouTube last Sunday, showing an angry crowd surrounding a police officer in his uniform on a street in Kim Son District one day earlier.
The officer previously stopped a 22-year-old man known as Q., who was driving a motorbike without a crash helmet, and asked him to produce papers, news website Dan Tri reported.
The man ignored the request and tried to flee the scene.
After the officer caught the man, they allegedly started a fight.
The officer has been accused of hit the man with a baton.
Angry residents gathered and surround the officer. Some other cops were assigned to the scene to dismiss the crowd.
The YouTube video did not show any beating.
