Police in the northern province of Thanh Hoa stopped a man transporting 50 kilograms of explosives in a pair of sacks.
Le Van Chau, 64, tried to bribe the police VND10 million (US$525) following the stop, police said. Chau's motorbike and cargo have been seized pending further investigation.
It's not clear where the Chau came from and where he planned to sell his payload.
Two weeks earlier, border guards in Ha Tinh Province arrested a man carrying 106 kilograms of explosives--the biggest TNT trafficking bust in province history.
The trafficker said he had been hired to sell the explosives to fishermen who use the dynamite to bring in large catches.
