Police in Thanh Hoa Province in central Vietnam have arrested a commune chairman and his subordinate for creating dozens of fake cases of mental illness to steal from the social welfare budget.
Nguyen Dinh Tan, the 59-year-old commune chairman, and Le Dinh Chien, a social welfare officer, were arrested on Monday after pocketing tens of thousands of dollars between 2010 and 2013.
The exact number of cases and the amount of money have not been revealed.
The two will be detained for four months for investigation into charges of fraud, embezzlement and abuse of power.
Initial investigation found that the officials faked new cases to give welfare benefits to their own members. They are also suspected of stealing allowances from people with real mental conditions.
