An official in the northern-central province of Thanh Hoa was dismissed on Friday for passing off another person's diploma as his own.
Hoang Van Dong, chairman of the Hau Loc district’s Tien Loc ward, reportedly submitted a diploma granted to his brother-in-law, Hoang Van Cong.
District inspectors began investigating the chairman after receiving complaints about his conduct from local residents.
They quickly realized that Dong has corrected the name on the diploma he submitted from “Cong” to “Dong."
He then used the degree to apply for further training and promotion.
The strategy worked. Dong went from a ward sheriff to a deputy ward chairman to ward chairman.
The chairman was also accused of preparing “ghost” receipts to syphon a total of VND 281 million from the ward's budget.
During his dismissal, investigators said Dong had neglected his responsibilities in local land management--one of his duties as a chairman.
