The chairman of a Da Lat commune has admitted to severely beating a 41-year-old scrap material merchant at a police station on the evening of August 3.
The merchant, Nguyen Phong, told Thanh Nien of the beating on Thursday.
According to Phong, Tran Anh Quoc, the 34-year-old chairman of Dalat's Xuan Truong Commune People's Committee, suspected him of buying contraband goods and asked him to meet at the commune police station for an interview at around 10:30 p.m.
Phong said Quoc smelled strongly of alcohol when he met Quoc at the office.
After Phong denied buying contraband goods, Quoc slapped him in the face.
Quoc turned off the lights on his room and repeatedly slapped, kicked and punched Phong.
He only stopped when a police officer showed up and turned the lights on.
Phong was admitted to hospital the following day with injuries to his head and chest.
He later filed the complaint with the Xuan Truong Commune Party Committee.
Quoc has verbally admitted to the beating, according to Ha Phuoc Ta, the commune party chief. Ta said the committee is now investigating the case.
