A traffic officer in the northern province of Ninh Binh has been transferred off of patrol duties after a video clip of him beating a truck driver circulated online last month.
After receiving an official warning for his conduct, Major Huynh Van Trong was transferred to the provincial police detention center, Man Chi Nguyen, a local senior police official told VnExpress.
"Major Trong didn't restrain (his anger) when handling the case so he used his club to beat and slap the driver in front of many witnesses," Nguyen said.
According to the official, the driver, whose identity was not revealed, refused to follow Trong's orders after being stopped for running a red light on June 6.
The driver acted "in defiance of the instructions of a public official," Nguyen said, without providing further details about his actions.
He said the driver did not suffer damage to his health and has been fined for his violations.
On June 10, a clip began to circulate that depicted Trong pulling over a truck driver and pointing to damage on his official motorcycle.
After repeatedly gesturing to the dented tailpipe on his police vehicle, Trong began to strike the truck driver on the head with his club and slap him in the face.
The beating continued at length.
The person who recorded the clip told VnExpress that two police officers had signaled the timber truck to pull over for inspection on Tran Hung Dao Street in Ninh Binh.
When the driver attempted to pull to the side of the road, his truck grazed the police motorbike, enraging one of the officers, VnExpress quoted the witness as saying.
