A man has been arrested in Hanoi for attacking a person 18 years after the incident.
Local newswire VnExpress reported Saturday he'd spent the years hiding overseas.
Pham Ngoc Quang, 36, was sentenced to one year in jail by Cau Giay District's court in 1993 for joining a group attacking a person at a festival the year before, according to police in the district's Mai Dich Ward.
While his gang mates served time, Quang managed to escape and had been wanted by the police since then, the news source said.
Quang returned to Hanoi two months ago, but didn't come home until early this month when he was found.
Quang said over the years he lived in Russia, Czech Republic and the Slovak Republic; and he decided to come back after knowing his gang mates had completed their sentences.
