Hau Giang Province's authorities in the Mekong Delta have fined a man VND30 million (US$1,416) for hacking a provincial government website to upload links to pornographic websites.
Nguyen Huy Thuy, 20, of Nghe An Province on the north central coast previously admitted to his act.
On February 17, Thuy hacked a forum on the website of the Hau Giang Province Department of Agriculture and Rural Development and decorated it with thousands of links to pornographic websites. Scattered around the forum were key words linking to sex sites.
The attack forced the department to shut down its website until all the affected posts were removed.
It is not clear when authorities tracked down Thuy.
Thuy told police he was an IT student but dropped his university to work for a Hanoi-based telecom company. His main job was to build websites.
Since 2012, he built and administered more than 30 pornographic websites.
He was paid commissions each time a person downloaded pornographic films or games from the websites.
