A man in Ho Chi Minh City was fined VND7.5 million (US$385) on Thursday for making nearly 4,000 phone calls over two months, disturbing a Party office.
Chung Vy Phuoc, 34, used seven pre-paid mobile phone numbers to make the calls to the HCMC Office of Communist Party Central Committee from mid April to August 6, police said. Most of the calls were made at midnight and in early hours of the morning.
Phuoc confessed that he had made the calls, but that he only wanted to disturb an acquaintance who owed him money. However, he got the wrong number, which happened to be that of the Party office, he said.
Police said all the numbers were not registered properly and they had to use technical means to trace Phuoc.
