Lawyer accused of molesting 13-year-old client in southern Vietnam

Police in the Mekong Delta province of Hau Giang have arrested a lawyer who allegedly molested a 13-year-old girl who had come to him for a case of sexual abuse.

They caught Pham Huu Hoang, 28, red-handed while he was sexually abusing N.T.N at a café on November 27, Phap luat TPHCM (HCMC Law) newspaper quoted the Nga Bay town police as saying.

The girl's grandmother said a week earlier her family had approached Hoang after N. had been sexually abused several times by a local man and the police did not take action.

The family had complained to the town's Hiep Thanh ward police in October after the first two times, but the assault continued, she said.

Hoang allegedly asked N. to tell him how she had been abused before playing a pornographic film, telling her that during medical tests six or seven men in an office would ask her to watch similar clips.

He then told her to take off her clothes so he could "instruct" her on what to do during the tests.

"Then he groped me everywhere and demanded that I do 'that thing,' but I refused and went home and told my grandmother," N. said.

After that the family refused to allow him to meet her, so he contacted her directly, and told her to meet him at a café.

There he ordered her to strip for taking photographs, and the police, who arrived soon afterwards, said he had been groping her.

They found 640 porn videos in his mobile phone and laptop.

Phan Trung Hoai, chairman of the Vietnam Bar Federation's lawyers' rights protection committee, said that though Hoang has acquired a lawyer's license, he is not a lawyer since the Hau Giang Bar Association has yet to approve his membership application.

Vietnamese laws require a lawyer to be a member of a bar association to practice.

The police are investigating.
