Vehicles struggle through many inundated roads in Ho Chi Minh City after the rain on Wednesday


 Many roads in Districts 1, 2, 3, Phu Nhuan and Binh Thanh were submerged after more than two hours of downpour due to an insufficient storm drain system. The city has been discussing many plans with huge investment proposals to fix the recurring flooding problem. But after years, images like these continue to be found across the city.
