A district police chief in Ho Chi Minh City has been removed and transferred to the city police department for wrongfully launching a criminal investigation of a coffee shop owner, while his subordinates and a prosecutor have been censured.
Colonel Nguyen Van Quy was Tuesday removed as head of the Binh Chanh District police while Major Nguyen Hoang Tuan was removed as deputy head of the economic crimes unit and Captain Le Canh Tuan received a strong warning.
All three officers were suspended in April after a media expose of their wrongful action against Nguyen Van Tan, owner of the Xin Chao cafe in Binh Chanh Dist.

According to media reports, Quy had proposed a charge of "doing business illegally" against Tan without sufficient basis.
District prosecutors agreed to pursue the case and indicted Tan in March this year.
A trial was scheduled for April, but was canceled after the case attracted media attention.
The prosecutor who issued the indictment was also censured.
City Party chief Dinh La Thang has promised to "review and regulate the police organization of the entire city."
