Fishing boats must carry foreign language speaker

Any boat fishing in other countries' waters must have at least one crew member on board that can speak English or the local language in the other territory from June 15, according to a new government decree.

The decree also ordered that boats fishing overseas must be backed by cooperative agreements signed by Vietnam and the other countries or territories involved, or it can be based on contracts between organizations and individuals.

The contracts must be approved by related agencies in the countries or territories, it said.

All the crew members must also have passports, according to the decree.
