Ba Ria-Vung Tau Province in southern Vietnam has suspended two companies and frozen their assets for causing air and water pollution.
Nghe Huynh and Dong Hai, both producers of fish powder for animal feed, were told to improve their waste collection and treatment systems by the end of this year, failing which companies will be shut down.
The two had been punished with cash penalties once in 2011 but no improvements were made subsequently.
On Wednesday, environment inspectors in the nearby Tay Ninh Province also caught two noodle factories run by two companies Tan Thuy and Dang Hung Duy, and another one by a local man, discharging wastewater directly into a stream that runs into the Vam Co Dong River.
The waste was stinky with a lot of foam, running through an underground drain.
Samples have been taken for testing and the owners ordered to stop the dumping immediately.
