Police in Nghe An Province in central Vietnam have arrested two dog thieves who shot rubber bullets at locals when being chased. 
Nguyen Tuan Anh, 19, and Nguyen Van Anh, 22, were looking for dogs to steal for sale on the afternoon of September 16.
They carried a rubber-bullet gun, a hand-made stun gun, an iron cane and duct tape to tie the dog’s mouth.
Some locals spotted and chased after them when they were trying to put down a dog.
Their motorbike crashed down on the street, so one of them fired a gun into the crowds but no one was hurt.
Police arrived when local people have caught them and were beating them.
Police said Tuan Anh had been arrested earlier for stealing dogs, but he was then under 16 and was not prosecuted
Dog thievery has been rampant in Vietnam as part of the thriving dog meat trade which serves many people who treat the animal as a delicacy.
