Commune Party head loses title for assault in central Vietnam

Authorities in the central province of Ninh Thuan said on Thursday they had removed a man from his position as secretary of a local commune Party unit after he drunkenly beat a man unconscious for taking a funny picture of him.

Phan Dinh Nam was removed from his position as head of the Hoa Son Commune Party after he brutally attacked Le Van Bay, 41, from the local state-owned Ninh Son Forestry Company.

The beating sent Bay to the hospital.

Party authorities of Ninh Son District are also considering removing Nam from the district's Party management board.

Nam was angry because Bay took a photo of him lying on the floor of the commune People's Committee office on the night of July 27. Both men were drunk at the time.

After the photo was taken, Nam beat Bay unconscious, leaving him with a broken jaw.

Bay had said that he was just messing around when he took the shot and the photo was a friendly one.

Nam also ordered militia men at the office to seize Bay's cell phone, which was used to take the photo.

As requested by the higher authorities, Nam later visited Bay's house for a personal apology and gave him VND85 million (US$4,071) towards his medical expenses, including his hospitalization in Ho Chi Minh City.

Bay then agreed to withdraw his official complaint.
