A commune Party chief in the central province of Ninh Thuan on Wednesday personally apologized to a man for beating him earlier over a photo shoot.
Phan Dinh Nam, Party head of Hoa Son Commune, Ninh Son District, made the apology at the house of Le Van Bay, 41, a senior technician with the state-owned Ninh Son Forestry Company of the district, who took a photo of Nam lying on his office floor on the night of July 27.
Though Bay had explained the shot was a friendly one, for "souvenir," Nam kept beating him until he passed. Bay suffered a broken jaw.
Several police officers and militia men witnessed the fight. Nam also ordered militia men to seize Bay's cell phone.
Nam and Bay were both drunk when the incident happened.
Ninh Son District authorities had ordered Nam to take responsibility for the incident and he agreed to pay Bay VND85 million towards medical expenses, including his hospitalization in Ho Chi Minh City.
Bay has withdrawn his official complaint against Nam, but the district Party unit said it would still meet to decide the punishment to be meted out to Nam, either censuring him or removing him from his position.
