Colonel vanishes after $912,000 sim card fraud in southern Vietnam

A military school in the southern province of Dong Nai said August 19 it has ordered an investigation into an alleged con by a colonel and his wife who cheated their victims out of at least VND19 billion (US$912,000).

Col Pham Hung, a teacher of military education at the Ministry of Defense's Nguyen Hue University, and his wife Pham Thi Hien, a cook at the university, disappeared from their home on August 9 before their victims complained to the school.

They said the couple had coaxed them into investing in a big phone sim card top-up promotion from military-run telco Viettel.

One of the victims, Tran Thi Ha, a school teacher who had given Hung VND870 million ($41,760), said he had made various excuses instead of giving her the cards or her money back.

Most of the victims are teachers at the school, local residents, and small shop owners, who had hoped to resell the cards at normal prices for profits.

Hung and his wife had begun to sell phone cards in their home a year ago.

The house has been sealed and the university said it is coordinating with the police for investigations.
