The owner and the steersman of the boat that capsized and drowned 42 passengers on the eve of Tet (Lunar New Year) will be charged with civil offenses, police in the north-central Quang Binh Province said Monday.
The boat owner Nguyen Xuan Quy, 33, of Quang Trach District's Quang Hai Commune, will be charged with giving the boat to a person without a proper license.
Quy's younger brother, 31-year-old Nguyen Xuan Mau, will be charged with steering the boat without a license.
According to the license granted to the ill-fated boat, it is allowed to carry only 12 people, but it had nearly 80 people wanting to do their Tet shopping when the accident happened. One of the victims was Quy's wife.
The police have not said if the brothers will face further charges.
