The Ministry of Public Security will issue 12-digit identification numbers for people in Hai Phong next month as part of an ongoing project to issue an all-encompassing identification number to all citizens by 2020.

Information about birth, house ownership, marriage and others will all be linked to the 12-digit number.

The ministry announced at a conference Wednesday that Hai Phong would be the second city to implement the programme after Hanoi.

Their new number will appear on people's ID cards, which will therefore be issued afresh.

The ID number will be issued to individuals at birth or when they file bureaucratic paperwork.

According to the ministry, the new number will help save a lot of time and money for citizens and the government.

People spend an estimated VND4.7 trillion (US$223 million) per year on making copies of personal documents and notarizing them for administrative procedures.

The number is expected to reduce cost by around VND1.6 trillion, the ministry added.
