If the witness can provide the time, place, license plate number and photo of the violator to inspectors from the Hanoi Department of Transport, they will be rewarded with VND500,000 (US$30.3).
In the witness is able to detain the violator and hand them over to officials, they will receive a reward of VND1 million ($60.5).

Since January, the department has handled 1,294 violating cases of dumping construction debris and other wastes along roadways in Hanoi and fines have totaled nearly VND197 million ($11,930).
