Border guards at the Dung Quat Port said they recovered over 200 kilo-grams of iron and steel, along with some anodes, which were stolen from the building site for the Dung Quat Oil Refinery.
Those detained were from Binh Son District.
They admitted they had broken into the construction area using small boats in order to steal the materials on Saturday and Sunday night.
The border guards were investigating the case further.
A total of 38 such thieves have been arrested this month.
