The accident happened at the construction site of the 15-storey building of the Southern Science and Technology Information Center in District 11 at around 2 a.m.
Workers were reportedly pouring concrete on the seventh floor when it suddenly collapsed.
T.H., a resident living behind the building, said he heard a huge sound when he was sleeping. As soon as he opened the door to see what happened, he saw rocks and soil pouring down from the building "like rain."
Police and ambulance cars arrived at the scene soon afterwards. Eight injured workers were rushed to hospital.
Work on the Southern Science and Technology Information Center’s building, invested by the Ministry of Science and Technology, started in November 2011.
The contractor of the project is a company under the Ministry of National Defense.
