Binh Duong police on Thursday arrested two men carrying weapons and tools around a neighborhood, allegedly to steal dogs.
At around 4 a.m. police officers on patrol attempted to pull over the two suspects, Huynh Trung Kien, 29, and Pham Minh Tam, 37, while they were riding a motorbike in Thu Dau Mot Town.
The duo sped up to escape. They were arrested after a 2-kilometer chase.
Police then seized a home-made Taser and a slingshot, illegal tools often used by dog thieves. The duo also carried more than 1 kilogram of chili power and spikes, which police said were intended to stop officers in case they were pursued.
At the police station, Kien confessed he met Tam when they were working as construction workers in Ho Chi Minh City.
They decided to steal dogs together to sell to slaughterhouses.
Earlier this week Binh Duong police had arrested two dog theft suspects who attacked pursuing officers.
