The Ho Chi Minh City police arrested two men for allegedly carrying improvised guns and heroin following a surprise check on the road Tuesday.
The police said officers from the Rapid Response Team (Unit 113) ordered the men who were riding motorbikes on Thanh Thai Street, District 10, to pull over for a check because they looked "suspicious."
They found five pen-shaped guns and several packets of heroin under their seats. The men and two others who were riding pillion fled upon being stopped by police.
Two were arrested later, while the others are still at large.
Guns that look like pens smuggled from China were first discovered in Vietnam at least four years ago.
But in recent years police have busted several gangs making the guns in the country, with the one led by Vo Tien Dat in the northern city of Hai Phong believed to be the first to be caught.
Dat, 28, was sentenced to 13 years in prison in 2010.
