Vietnam gov’t to consider housing rules for diaspora
If the draft amendment is approved, overseas Vietnamese who have retained their Vietnamese citizenship would be permitted to purchase an unlimited amount of houses
The Ministry of Construction has asked local agencies to report on the granting of house ownership certificates to overseas Vietnamese as authorities consider easing housing restrictions on the diaspora.

Construction departments in provinces and cities nationwide were asked to point out the difficulties involved in issuing the certificates and propose solutions.

The data, which must be submitted by May 10 and account for all certificates granted up to the end of March, will supplement housing regulation amendments that were submitted by the ministry to the Prime Minister in March.

Current regulations allow only certain categories of overseas Vietnamese, or Viet Kieu, to buy a house in Vietnam, including those who have been granted permanent residence in the country, investors, cultural and who have “contributed to the scientific experts, and individuals country.”

According to the new broader amendment submitted, overseas Vietnamese who have retained their Vietnamese citizenship would also be permitted to purchase an unlimited amount of houses here.

All other overseas Vietnamese would be allowed to own one house each.

After Prime Minister Nguyen Tan Dung reviews the amendment, it will be sent to the National Assembly’s Standing Committee for consideration in sessions over the next two months.

The NA will also be able to review the figures submitted by the construction departments.

To date, about 140 Vietnamese expats have attained eligibility to purchase houses in the country.

Most acquisitions have occurred in Ho Chi Minh City.
