Up to 96.4 percent of patents granted in Vietnam between 1996 and 2013 were to foreigners, the government's statistics showed.
According to a report by the Ministry of Science and Technology (MST), of 12,000 patents granted in the period, only more than 400 were applied by Vietnamese people.
The locals received just 53 out of nearly 1,200 patients last year.
Patent applications made by Vietnamese accounted for less than 10 percent of all applications, the ministry said.
Pham Phi Anh, deputy head of the MST's National Office of Intellectual Property, said the statistics reflect the wide gap in R&D capacity between Vietnam and other countries.
Anh said the quality of Vietnamese patent applications was not all good, most of which poorly illustrate the practicality of the solution.
